These were sent by Jack Tennant from Winnipeg. The gentleman named "Dominique" is a friend of Jack's through ham radio and they have meet up in France when Jack went to the War Memorial to see his friend's grave site, L/Cpl Swan, Royal Canadian Signal Corps. Every year Dominique ensures that the gravesite receives new flowers and he attends the ceremonies.

Hello Jack

I flourish as usual the grave of your friend for this commemoration
day. unfortunately flowers are not so beautiful than previous times.  I
made them myself because Simone is in South-west France near her father
with health problems. The ceremony was fine, nice weather,  lot of people : Canadian soldiers,  a general and Canadian ambassador for France area,
and at the end a pigeon launching !
